I have not failed to pay any bill therefore, I assume they are trying to extort money from anyone they think might pay. I have also seen this number on my cell phone and did not answer.

I settled my payment plan with the actually company and she’s continued to call me stating i am in collections and owe them an outrageous amount. I notified her that she would be contacted my my counsel.

These people call people who are exempt from city taxes (those that make $100K or LESS per year) and try and trick you into thinking you still need to pay, saying it is now in "collections" (which is total BS) Do NOT send them any money. Took care of this issue YEARS ago and had a promise they would not harass us again but...here you go.
