There's a loophole with the Federal Do Not Call list that allows someone you have a business relationship with, or their representative to call. In this case for example, you're a Cox Cable customer. That means that the survey company is allowed to call as a representative of Cox. At least, that's the way I read it when I submitted my numbers.
